I was wondering if it is possible to entirely change your attributes after you reach level 20.

Meaning, if I can refund all my attributes at level 20, and reuse all of them. It says I can get another refund point every 250xp, so does that mean at level 20 I can just keep getting more XP to change my attributes?

AFAIK, you continue to gain EXP after lvl 20, you just don't level up.

and 1 refund point is good for 1 attribute level regardless of how many attribute points went into that level

Yeah, you can still level and get exp after lvl20 so you not only get refund points, you also get 1 skill point everytime you level after lvl20. When you level after 20, you're not going to turn 21-- you'll just start over again from 20.
